Con estas medidas se busca integrar "al pobre" como casi un ser humano mas, y que seguramente, son aquellos que originan la pobreza, la drogadepencia, y son los responsables del malestar que el gobierno Nacional los ampara regalandoles casa comida e incuso educacion, una verguenza!
